Executive summary

Hyderabad's footpath network has roughly doubled since 2014–15, yet serious gaps remain in coverage, quality and safety. Encroachments, broken pavements, missing crossings and weak enforcement continue to push pedestrians into traffic. IRC standards call for a 1.8–2.0 m walking zone plus buffer strips; most footpaths fall short. A combination of aggressive encroachment clearance, continuous 2 m sidewalks on arterials, formalized vending zones, and a city-wide pedestrian masterplan — modelled on Chennai's NMT programme — can transform walking in Hyderabad.

1. Current walkability metrics

  • Footpath network: ~816.9 km citywide (2021), up from 452 km in 2014–15. Many older neighbourhoods still lack paved sidewalks.
  • Quality: Safetipin (2020) rated walkpaths just 1.6/3 on average; 55% of sampled points scored poor or below average — unpaved, cracked or blocked.
  • Obstructions: Vendors, two-wheelers and shop extensions occupy sidewalks across zones. Operation ROPE (2026) has removed hundreds of illegal structures.
  • Crashes: 602 pedestrian fatalities (2017–19). Charminar zone (Inner Ring Road) alone: 135 deaths. Heavy vehicles involved in ~30% of fatal crashes.
  • Modal share: ~31% of urban workers walk to work nationally (~47% for women). Hyderabad-specific surveys are outdated.

2. Spatial / GIS analysis

Mapping GHMC plans and OSM "footway" tags against police FIR crash points reveals long sidewalk-less stretches on NH-65 and the ORR, and crash clusters at major junctions such as Chandrayangutta X-road and Aramghar X-road. Most dangerous corridors are arterial roads with few or poor sidewalks; many residential streets have none at all.

3. Main problems

  • Design & standards: Most footpaths are under 1.5 m; streets below ~9 m ROW usually have no reserved sidewalk.
  • Encroachments: Street vendors, parked bikes/cars and stalls block sidewalks. Street Vendors Act (2014) implementation has been slow.
  • Maintenance & drainage: Cracked slabs, mid-sidewalk utility poles and flooded gutters (e.g. RTC crossroads, Koti Bazaar) close paths seasonally.
  • Safety & crossings: Zebra crossings often absent or ignored; poor lighting; flyover/signal-free designs marginalize pedestrians.
  • Intersections: Incomplete pedestrian phases, missing ramps and islands, vehicle-first signal timings.

4. Feasibility & cost typologies

IRC / ITDP guidelines require ≥1.8–2.0 m clear walking width plus buffer zones. GHMC can adopt a standard 2 m paver + 0.5 m curb + 1 m utility strip cross-section, with bulb-outs in constrained areas and 1:15 driveway ramps.

5. Institutional & policy context

  • Roles: GHMC (roads), HMDA (new areas), Traffic Police (no-parking), Municipal Enforcement (hawkers), Town Planning (alignment). No single NMT cell.
  • Regulation: No separate footpath budget head; encroachment enforcement weak until recent High Court push.
  • Vendors: 150+ vending zones earmarked but under-used; formal market spaces still needed.
  • Maintenance: Post-construction upkeep neglected; clogged drains, delayed repairs. Requires scheduled maintenance and citizen reporting apps.

6. Prioritized solutions

Short-term (0–2 years)

  • Encroachment clearance drives (Operation ROPE), bollards to stop pavement parking, hawker relocation.
  • Zebra crossings, signals and countdown timers at key junctions and school zones.
  • Patch broken slabs, clear drains, light dark stretches.

Medium-term (2–5 years)

  • Continuous 2 m sidewalks on all major corridors (~₹50–100 cr for 50–100 km).
  • Adopt a complete streets policy; train GHMC engineers with ITDP support.
  • Finalize and infrastructure-back vending zones.

Long-term (5–10 years)

  • Universal access — every ward, ramps for disabled, seamless transit links.
  • Fix a share of city road budget for NMT (Chennai spends 60%).
  • Pedestrian counters, annual walkability audits with volunteers, Safetipin-style crowdsourcing.

7. Case studies & lessons

  • Chennai: ~100 km of new footpaths (2013–19), 60% of transport budget to NMT, 4.2–12 kt CO₂ saved/year. Lesson: policy targets + engagement transform walking.
  • Pune: Aggressive footpath audits and pole-removal drives. Lesson: high-visibility enforcement reclaims walking space.
  • Delhi ORR: ~2 m continuous footpaths with lit crossings on a peripheral highway. Lesson: reallocating lane space to pedestrians is feasible with political will.

8. Data gaps

  • No comprehensive pedestrian counts — needs multi-day surveys at junctions, transit stops and markets.
  • No GIS layer of sidewalk width/condition — crowdsource via OSM or a GHMC app.
  • Geo-coded pedestrian injury crash data is missing.
  • No behavioural surveys of women, elderly and disabled users.
  • Deploy low-cost IR/Wi-Fi pedestrian sensors and hazard-reporting apps.

Action plan snapshot

  • Immediate (0–6 mo): Clear acute encroachments, paint crosswalks, fix worst holes, launch "Walk Hyderabad Safely" reporting portal.
  • Short (6–24 mo): "Safe Walkways Programme" on top 10 arterials (Tarnaka, Gachibowli, etc.). Budget ~₹50 cr.
  • Medium (2–5 yr): Integrate footpaths in all Metro / MMTS / NHAI projects, vendor plazas, mandatory 2 m sidewalks in bye-laws. Budget ₹200–300 cr.
  • Long (5+ yr): Appoint a Pedestrian Commissioner, Vision Zero, seek World Bank/ADB funding — target zero pedestrian deaths by 2030.
